Put the ginger and licorice root in a pan, add 4.5 cups water, and bring to a boil. Lower the heat and let it simmer for 5 minutes. Take the pan off of the heat and add all of the remaining ingredients.
Let the tea steep for another 15 minutes.
Strain through a sieve into a teapot of mugs.
